First let’s start with the Ani Sutta (SN20.7 of the Tipitaka). In it, Buddha predicted that his teachings will disappear in time when monks become complacent, ignorant and follows the teachings of superficial elegance. He also reminded his disciples to be vigilant about it and to be intelligent enough to differentiate between the good and the bad teachings. I’d say that responsibility falls not only on the monks but also the lay people who need to follow the monks of good teachings and not the bad.
